AND operators should have a higher precedence than OR operators (much like * happens before +).  However, in PowerShell v2.0 (and probably v1.0) -band and -bor are evaluated left to right.

Compare this PowerShell snippet:

    PS&gt; 1 -bor 0 -band 0
    0

...with Python:

    &gt;&gt;&gt; 1 &#124; 0 &amp; 0
    1
